Permanent Change of Station (PCS)

When accepting your first assignment or when accepting a new assignment later, you may have a geographic permanent change of station (PCS) move. For information concerning the shipment of household goods, contact your Agency Liaison. You will need to download and complete form PHS-40131-1.

Personally Procured Transportation (PPT)

Formerly known as a Do It Yourself (DITY) move, officers can move their household goods (HHG) by themselves during a permanent change of station (PCS). A PPT move is optional and voluntary; however, prior to moving, officers must still contact their Department of Health and Human Services (HHS) Operating Division, Staff Division, or non-HHS designated shipping officer (http://dcp.psc.gov/Travel/shipoff.asp) in order to discuss the process and ensure efficient reimbursement.

The shipping officer will review the PCS order and use form PHS-4013-1, “Application for Shipment of Household Goods,” to provide the officer with an estimated reimbursement amount.

Before considering a PPT:
  • Figure costs in time and labor, and insurance
  • Government will not accept claims for damages to HHG under a PPT move
  • Officers are responsible for all issues related to the Status of Force Agreement, use of U.S. carriers, import/export processes, tariffs, customs, etc.
  • Officers must obtain certified weight receipts from a public weigh master or Government scale in order to establish the actual HHG weight shipped.
  • Government’s cost limits are based on the officer’s authorized weight allowance.
  • Temporary storage may be authorized during a PPT, but the officer should have a residence available for HHG delivery at the destination.
  • If temporary storage is necessary, the officer must coordinate storage arrangements with the shipping officer prior to departing the old permanent duty station.
  • Reimbursement will not include an incentive payment for the storage portion of the move.
